The Small Industries Department was carved out of the Industries department with effect from 14.07.93. Consequent to the enactment of the Micro Small & Medium Enterprises Development Act 2006 on 02.10.2006, the department was renamed as Micro Small and Medium Enterprises Department (MSME Department) in consonance with the Government of India Policy from 22.02.2008.

The MSME Department deals with policy matters relating to the MSME sector and formulates schemes for the development of the sector. The Commissionerate of Industries & Commerce, the Entrepreneur Development Institute (EDI) and the two State Public Sector undertakings viz., Tamilnadu Small Industries Corporation Limited (TANSI) and Tamilnadu Small Industries Development Corporation (TANSIDCO) also function under the administrative control of the MSME Department.

The Commissionerate has been in existence for over 100 years and is one among the oldest in the state. The Commissionerate of Industries and Commerce implements these schemes through the General Manager District Industries Centres in the 31 districts. In respect of Chennai, the Regional Joint Director implements the schemes. These Centres provide a variety of services to the entrepreneurs, like, identification of activities, the preparation of project profiles, obtaining financial assistance from various financial institutions, statutory clearances from Government Departments, sanction and disbursement of eligible subsidies and facilitation in obtaining delayed payments.

The Commissionerate also acts as the Budgetary and drawing authority for the State Undertakings Viz, TANSI, TANSIDCO, SIPCOT, TIIC and EDI Limited.

District Industries Centre@ 32 Districts

  • All the MSMEs are offered various services and support under the single roof of the District Industries Centre.
  • This Centre caters to Promotion of MSMEs as also Registration and Development of Industrial Cooperatives.
  • The General Manager is the head of the District Industries Centre, the post of General Manager is of Joint / Deputy Director Level. The General Manager is assisted by the,Manager (Credit) Project Manager, Manager (Economic Investigation)/ Manger (Village Administration) and an office Superintendent.

First point of contact for Investors

  • Provide information to entrepreneurs regarding the scope of setting up MSMEs in the District
  • Give them guidance on the procedural aspects of starting MSMEs, incentives and facilities available
  • Grievance redressal / resolving problems in setting up MSMEs
  • Search, encourage and identify prospective investors and motive them to establish MSMEs.
  • Organize special campaigns outside Tamil Nadu and motivate the prospective entrepreneurs of start MSMEs in Tamil Nadu

One Stop Information Shop

  • To disseminate information relevant to MSMEs development in the District and State
  • Publish reports, brochures, pamphlets, periodicals etc
  • Organize an information centre and date bank with particular reference to MSMEs

Single Window facilitation

To avoid procedural delays in getting statutory clearances from various authorities, the Government of Tamil Nadu has established a District level and state level Single Window facilitation mechanism under GM/DIC and Principal Secretary/Industries Commisionner &Director and Industries Commerce respectively to accord in-principle composite approval for pre-project clearances at the State Government level.

Global Investors Meet

During the Global Investors Meet held on 9th and 10th September 2015, under the chairmanship of Hon’ble Chief Minister of Tamil Nadu, MoUs have been signed for an investment  of  Rs.16,532.67 Crore by 10,073 MSMEs. 
The Government of Tamil Nadu is committed to facilitate the entrepreneurs who have signed MoUs in obtaining financial assistance and statutory clearances from the concerned Government Departments, as well as providing eligible incentives etc., for setting up of their enterprises.   Accordingly, the Government have issued necessary orders to get all the statutory clearances within 30 days from the date of application by the MoUs signed MSMEs, through  the Single Window Clearance. As on 31.03.2018, 5358 MoU signed enterprises have commenced production with an investment of Rs. 6182.03 Crore, creating an employment of 71691 persons.

Ease of Doing Business

Tamil Nadu Government has taken up a series of measures to simplify and rationalize the regulatory processes (registration and inspection processes) and introduction of information technology as enabler to make governance more efficient and effective.

Commissionerate of Industries and Commerce has been entrusted with the task of implementation of reform action points in co ordination with concerned Departments.

Single Window Portal

Single Window Portal under administrative control of the Commissionerate of Industries and commerce, which shall serve as the single point for accepting and electronically distributing applications to the respective competent authorities, receiving electronic payment of fees from enterprises, ensuring submission of supporting documents, communicating queries / clarifications raised by respective competent authorities to enterprises and receiving enterprises’ responses, tracking and monitoring the status of application processing, allowing enterprises to download the final signed clearance, recording enterprise’s grievances and redressal of the same.
